In the course of performing our operations pursuant to installment sales contracts or individual credit purchase intermediation contracts pertaining to installment sales and intermediation of individual credit purchases, etc. (collectively, "installment sales contracts, etc."), we, Rakuten Mobile, Inc. ("Rakuten Mobile" or "we"), collect, use and provide third parties with personal information, etc. of our customers ("Customer" or "you"), to the extent necessary for fulfilling the purposes of use listed below.

Uses of Personal Information, etc.

1. Purposes of Use

To fulfill the purposes of use listed below, we collect personal information, etc. about you as specified below. Your personal information, etc. which we collect includes information that you give us directly, information about your use of our services, and information obtained from third parties. For details on the purposes of provision to third parties, please refer to "3. Provision of Information to Other Outside Parties."

The term "personal information, etc." includes all information from which you are directly or indirectly identifiable as an individual. Among such "personal information, etc.," the term "personal information" refers to such term as defined in the Act on the Protection of Personal Information.

  • Conducting questionnaire surveys, as well as analysis*2 and utilization of your satisfaction levels and evaluations, and customizing services and developing systems to provide information for specific purposes (e.g., recommending products)

The retention period for the personal information held by us shall be limited to the period necessary to fulfill the purposes of use of such personal information. Personal information whose retention period has expired will be deleted without undue delay, using appropriate means. In addition, we may retain and use your personal information after the termination of your relevant contract with us, in order to comply with our legal and regulatory obligations, collect fees, resolve disputes and issues, exercise rights, and conduct various investigations which may be necessary for any of the foregoing.

2. Inquiry, Provision and Registration of Personal Information, etc. with Participating Credit Bureau, etc.

1) Consent to the use of credit information held by credit bureaus

(i) From among your personal information, etc., we provide information used to identify you (e.g. your name, address, date of birth, telephone number, employer, employer's telephone number, and characters/numbers stated in your identity verification documents, etc.) to a credit bureau*1 which we are a member of (the "Participating Credit Bureau"), and to the credit bureaus partnering therewith (each a "Partnering Credit Bureau"). We also make inquiries to the Participating Credit Bureau and its Partnering Credit Bureaus regarding your credit information (meaning the information listed in 3)(i) below; the same applies hereinafter).

(ii) If, as a result of any inquiry mentioned in (i) above, your credit information is found to be registered with the Participating Credit Bureau or any Partnering Credit Bureau, we will receive and use such credit information to assess your payment and repayment capacity.

*1 A "credit bureau" is an agency engaged in the business of providing credit information regarding an individual's payment and repayment capacity to business operators that are members of such credit bureau ("Member Business Operators").

2) Consent to the provision of credit information to credit bureaus

From among your personal information, we provide the Participating Credit Bureau with your credit information as listed in the table below, which shall be based on your installment sales contracts, etc. Such credit information will be retained by the Participating Credit Bureau for the respective periods specified in the table below, and is used in the manner described in 3) below.

3) Consent to the use of credit information by Participating Credit Bureau and the provision thereof to Member Business Operators

The Participating Credit Bureau will use the credit information it holds about you and provide such credit information to its Member Business Operators and to the Member Business Operators of its Partnering Credit Bureaus, in the manner described below, for the purpose of facilitating investigations into your payment and repayment capacity conducted by any of such Member Business Operators.

(i) Credit information held by Participating Credit Bureau

The Participating Credit Bureau holds the following credit information:

  • (a)Information provided by Member Business Operators of the Participating Credit Bureau (including from Rakuten Mobile) pursuant to 2) above
  • (b)Information other than that set forth in (a) above, collected by the Participating Credit Bureau
  • (c)Information such as numerical data calculated through processing (such as analysis) of the credit information held by the Participating Credit Bureau, and information related thereto

(ii) Use of credit information by Participating Credit Bureau

The Participating Credit Bureau uses the credit information it holds, in the following manner:

  • (a)Confirmation, investigation, matching, aggregation, and other processing necessary for properly carrying out of the Participating Credit Bureau's operations; and
  • (b)Processing (such as analysis) of credit information and calculation of numerical data and other information based on such processing

(iii) Provision of credit information by the Participating Credit Bureau to Member Business Operators

The Participating Credit Bureau provides credit information (the information set forth in (i)(a), (b), and (c) above) to its Member Business Operators. Furthermore, the Participating Credit Bureau provides credit information (i.e., the information set forth in (i)(a) above) to the Member Business Operators of its Partnering Credit Bureaus through such Partnering Credit Bureaus.

4) Participating Credit Bureau and its Partnering Credit Bureaus

(i) Name, etc. of the Participating Credit Bureau

The name and contact telephone number of the Participating Credit Bureau are as specified below. In addition, if we newly become a member of another credit bureau during the term of your installment sales contract, etc. and intend to use or provide your credit information, we will separately notify you in writing (including by way of electronic or magnetic records), and obtain your consent.

(a) Credit Information Center Corp. (CIC) (a designated credit bureau under the Installment Sales Act)

(ii) Names, etc. of Partnering Credit Bureaus

3. Provision of Personal Information, etc. to Other Outside Parties

1) Provision of information to Rakuten Group

Comprised of Rakuten Group, Inc. ("Rakuten") and its subsidiaries and affiliates, the Rakuten Group provides many different kinds of services. We may provide information to the Rakuten Group as follows, in order to enable you to use these Rakuten Group services in a convenient and comfortable manner.

2) Provision of information to assignees of claims, etc.

For the purpose of assigning, to a third party, any claim arising from an individual product installment purchase contract or reimbursement contract in relation to any purchase of our product by installment payment or lump-sum payment, we may, in respect of your status as a party to such contract, provide your personal information, etc. (e.g., your name, address, phone number, email address, billing and payment information such as usage fees and payment status), to the relevant assignee of said claim, etc.

In the case where we outsource all or part of our operations relating to installment sales and intermediation of individual credit purchases, etc., we may entrust the personal information, etc. retained by us to our outsourced service providers.

4. Revisions to This Policy, etc.

1) Changing the purposes of use

When any of the purposes of use listed in 1 above is to be changed, such purpose of use shall not be changed beyond the extent that can be reasonably recognized as being related to the purpose of use before such change. If we intend to use your personal information beyond the extent necessary for fulfilling the purposes of use listed in 1 above, we will specify such purpose of use and obtain your prior consent each time.

2) Revisions to this Policy

We may revise or amend this Policy ("Handling of Personal Information in Installment Sales and Intermediation of Individual Credit Purchases, etc.") from time to time as necessary in response to amendments to applicable laws and regulations or to meet business needs, etc.
In such case, we will inform you of any such revision by publishing a notice of revision to this Policy, as well as the details and effective date of the amended Policy, on our website. Furthermore, we will additionally notify you of such revision by email, etc., in the event that any material revision is made to this Policy and we consider such additional notice to be specifically necessary.
